Make the half of the blue jello according to the package instructions (usually, 1 part boiling water to dissolve the jello and 1 part cold water to bring the temperature down so that it can set more quickly in the fridge. Divide the water measurements in half.)
Fill each cup about one-third full of blue jello and place in fridge to set.
When the blue layer is set, make the condensed milk layer. Follow the directions on the gelatin packet. It should tell you to add the gelatin to hot water and mix to dissolve, before adding any other liquid you want to set. For this recipe, that is the condensed milk.
Add the white gelatin on top of the set blue jello leaving about one-third free. Place cups back in the fridge for that layer to set.
Once the white gelatin has fully set, make the other half of the blue jello and add on top of the white layer.
Once the final layer is set, add whipped cream and finish with the Olaf topper.
Refrigerate until ready to serve.
