Dip the rim of 4 (2-oz) shot glasses into the corn syrup. Sprinkle the ground cinnamon onto the corn syrup rim, turning the glass around as you do. Set the glasses aside.
Place the softened ice cream, caramel liqueur, and vodka into a blender and blend until smooth and creamy.
Pour the ice cream mixture into the prepared shot glasses and pipe whipped cream on top.
