Spray some cooking spray into a large saucepan, and brown the mince over medium-high heat. Drain off any liquid and transfer to a bowl. Cover and set aside.
Return the pan to the heat and spray with more cooking spray. Add the garlic, chilli flakes, cumin, oregano, and a splash of water and fry for 3 minutes
Add the peppers and mushrooms to the pan and continue to cook (add more cooking spray and/or water as necessary) and cook for 10 minutes until softened.
Add the mince back to the pan. Add the tomato purée and crumble in the stock cube. Season with salt and pepper to taste. Fry for 2 minutes.
Add the chopped tomatoes, water, and black beans and bring to the boil.
Reduce to a simmer and cook for 30 minutes.
Meanwhile, cook the rice according to the package instructions.
To serve, divide the rice between warmed plates or bowls and top with the chilli con carne.
