Melt the butter in a medium saucepan over medium heat. Add the flour and cook, constantly stirring, for 1-2 minutes to cook out the raw flour. It will turn into a thick paste.
Slowly pour the milk into the pan, constantly stirring for 1-2 minutes until the mixture thickens.
Stir in the beer, Dijon, and smoked paprika and continue cooking for 1 minute.
Add the cream cheese and Cheddar, and continue cooking while constantly stirring until the cheese has melted.
Taste and adjust the seasoning with salt and pepper, if desired. Transfer to a serving dish and top with fresh scallions. Serve alongside pretzels, and enjoy!
